Government to abolish fees for garment export quota endorsement

In a bid to simplify the procedure for export of garments to non-quota countries and that of non- quota items to quota countries, the Union Commerce Ministry has decided to do away with the requirement of such quotas by the Apparel Export Promotion Council (AEPC).

The council chairman Mr. Raju Goenka said, "We have decided to do away with the fees for such  quota endorsement and AEPC may have to lose revenue of around Rs. 5 crores annually on this  account". He, however, said that "we have requested the ministry to continue endorsement by the  council till customs are fully equipped to provide latest data on actual exports". This would help  monitor quota utilisation.

"The government decision will substantially help exporters to cut down paperwork and reduce delay  in exports", Mr. Amit Goyal, president of the Confederation of Indian Apparel Exporters, said. This  is a welcome step to remove unnecessary controls on exports, said Mr. Madan Jain, president of  All India Garment
They feel that the council may raise issues and come out with explanations for not removing their authority on export quota. Mr. Goyal argues that it is not mandatory for exporters to get certificate  of origin from their councils.
